early attempts regulate strip-mining on state level largely unsuccessful due lax enforcement. appalachian group save land , people founded in 1965 stop surface mining. in 1968, congress held first hearings on strip mining. ken hechler introduced first strip-mining abolition bill in congress in 1971. though bill not passed, provisions establishing process reclaim abandoned strip mines , allowing citizens sue regulatory agencies became parts of smcra.


smcra created office of surface mining, agency within department of interior, promulgate regulations, fund state regulatory , reclamation efforts, , ensure consistency among state regulatory programs.
