three hours after developing, national hurricane center issued tropical storm watch titusville, florida, brunswick, georgia, due uncertainty in track of storm. hours after becoming tropical storm, tropical storm warning issued fernandina beach, florida, mouth of savannah river, tropical storm watch further northward mouth of south santee river in south carolina, though these cancelled after edouard turned east. 10 hours before landfall, national hurricane center issued tropical storm warning titusville, florida brunswick, georgia, tropical storm watch further south sebastian inlet, florida.


two days before storm made landfall, several florida counties monitoring progress of storm. though no serious impact anticipated, brevard county officials identified possible shelters if warranted. putnam county officials placed several shelters on standby, , utility crews in duval county placed on standby in event of power failure. several media releases of information issued regarding storm. state emergency operation center on level 2, or partial activation, , state government organized 2 conferences discuss county actions in regards storm. national weather service issued flood watch hours before edouard made landfall of eastern florida due expected rainfall storm.


the south carolina emergency management division monitored progress of storm, , division increased awareness level in response storm. important state agencies in south carolina government notified ready respond if need arose.
