the norwegian prosecuting authority integrated norwegian police service. authority divided higher , lower authority, higher authority (public prosecutor) being separate government agency , lower authority (police prosecutor) being members of police. latter includes chief of police, deputy chief of police, police prosecutors , deputy police prosecutors. in questions of prosecution police districts subordinate norwegian prosecuting authority , in other matters subordinate national police directorate.


the higher authorities take decisions in serious criminal charges , appeals. norwegian persecuting authority led director general of public prosecutions, since 1997 has been tor-aksel busch. director general makes decisions of indictment in cases maximum penalty of twenty-one years , other serious crimes. there twelve subordinate agencies, ten regional , 2 supporting kripos , Økokrim, respectively. regional public prosecution offices take decisions regarding cases not covered director general or police prosecutors.


if offense filed, issue may investigated police on duty. permission search , seizure issued police prosecutor on duty @ police district. apprehended people permitted free defense counsel @ public s expense. if police wish keep apprehended people in detention, issue brought relevant district court, process may repeated several times if custody needs extended. investigations led police prosecutor. during investigation, case may concluded non-criminal offense, dismissed, or transferred police district. minor cases positive finding may resolved police penalty notice, settlement conflict resolution board , withdrawal of prosecution.


criminal cases assumed perpetrator sent public prosecutor, consider issuing indictment. if positive, trial take place @ district court, police prosecutor presiding on case. cases more 6 years maximum penalty carried out public prosecutors prosecuting. either party can, on specified terms, appeal outcome of case court of appeal , supreme court of norway.
