concurrent fabian s first advisory, tropical storm watch issued of florida keys bahamas. watch in bahamas later upgraded warning. prior storm s passage, 2 state parks closed in florida keys. in dade county, florida, few storm shelters opened, in anticipation fabian might bring flooding rains. passed east of state, dropped rainfall near coast peaked @ 4.19 in (106 mm) in conch key. in florida keys, national weather service office in key west recorded sustained winds of 28 mph (44 km/h) gusts 32 mph (52 km/h). isolated flooding happened precursor system fabian. in south florida, homestead air force base reported rainfall of 3.68 inches (93.5 mm), attributed precursor frontal system, rather fabian itself.
