history
after dissolution of republic of zamboanga , others part of mindanao under american rule, american civil government led governor william howard taft authorized creation of moro province includes of territory of philippines lying south of 8 parallel of latitude, excepting island of palawan , eastern portion of northwest peninsula of mindanao. province created virtue of act no. 787 in june 1, 1903. major general leonard wood, capacity of commander of army department of mindanao-sulu appointed governor of province in august 6, 1903.

by 1913, governor pershing agreed moro province needed transition civil government. prompted moro s personalistic approach government, based on personal ties rather respect abstract office. moros, change of administration meant not change in leadership change in regime, , traumatic experience. rotation within military meant each military governor serve limited time. until 1911, every district governor , secretary had been military officer. november 1913, 1 officer still held civil office – pershing himself. in december 1913, pershing replaced governor of moro province civilian, frank carpenter.
dissolution
on july 23, 1914, moro province officially replaced agency named department of mindanao , sulu including whole island of mindanao except lanao. agency tasked administer muslim-dominated areas in territory. frank carpenter remained governor of agency.
