in 17th century there many of these independent local bodies levying own taxes , administering justice. form of local government played role in development of political system in netherlands decentralised , dependent on communal cooperation. widespread experience decentralized government factor in formation of dutch republic in 16th , 17th centuries.


the mandate of rijkswaterstaat (english: directorate general public works , water management), established in 1798 under french rule, centralise water control in netherlands. local water boards refused give autonomy however, rijkswaterstaat ended working alongside local water boards. today rijkswaterstaat has responsibility major water control structures , other infrastructure motorways.


by 1850 there 3,500 water boards in country. in modern times water boards merged dealt joint (and conflicting) interests. mergers reduced number 25 water boards in 2011.


the tasks of water boards remain unchanged. having rich history dating middle ages, oldest governing bodies , oldest democratic institutions in netherlands. dutch water boards have own coat of arms, colourful reminder of importance in dutch history. historic buildings used house water boards legacy. called gemeenlandshuis or waterschaphuis, these charming old buildings can found @ heart of many dutch towns.
