government

the province governed under civil government has executive, judicial , legislative branch , divided military districts.


the governor served commander of army department of mindanao-jolo. of district governors , deputies members of american military. in 1913, military governor replaced civil governor.


the moro council served legislative body of province. governor , members appointed , consent of philippine commission.


justice administered province 2 (2) courts of first instance, justice of peace courts , municipal courts.


districts

the province divided 5 districts, american officers serving district governors , deputy governors. these districts included: cotabato, davao, lanao, jolo, , zamboanga. district government composed of governor, secretary, , treasurer appointed provincial governor.


the district officials form district board had power enact ordinances although subject approval of legislative council.


tribal wards

the districts sub-divided tribal wards, major datus serving ward chiefs , minor datus serving deputies, judges, , sheriffs.


the head of tribe has power sub-divide wards , appoint deputies these sub-wards approval of district governor.


christian communities

the tribal wards applied muslim communities. meanwhile, minority christian communities merged regular municipalities.


the government of each municipality composed of president, vice-president , municipal council. president , half of councilors elected qualified voters , other half appointed district governor.
