government
the province governed under civil government has executive, judicial , legislative branch , divided military districts.
the governor served commander of army department of mindanao-jolo. of district governors , deputies members of american military. in 1913, military governor replaced civil governor.
the moro council served legislative body of province. governor , members appointed , consent of philippine commission.

districts
